Decal printing is not transferring

I purchased a total of (4) customized decals. The first two worked perfectly on MHX Elite and Cashion blanks. The printing on the last two decals would not transfer onto the MHX Elite or Cashion rod blanks.

Rod decals

All of the decals like this are of decent quality and easy to use. Ink however seems to run easily if you are not careful when applying heat to remove epoxy bubbles, I have had better luck hand rotating the rod on the roller while applying cover epoxy. Once coated I turn on the roller and brush move the epoxy to level. These seem to work better for my winter builds when it is a little cooler in the house.
